Should Partial Discharge Testing be done before or after a service shutdown?

Partial Discharge Test should preferrably be carried out before a service shutdown of the High Voltage equipment so that problems found are rectified thoroughly when the equipment is denergised.Better still is that root cause analysis can be carried out when the equipment is still intact.
